just got these tubs - what next?

I used to grow veg in a proper garden but now only have a backyard. It gets very hot in the summer and I work FT so adequate watering for some plants could be a problem. But...
I have bought 2 packs of www.naturalcollection.com/products/haxnicks/vegetable-patio-planters---pack-of-3/these and 3 more similar one for potatoes so I have
?5 x Deep Planter: 45cm height x 35cm width, holds approx 40 litres of compost
?2 x Medium Planter: 30cm height x 40cm width, holds approx 35 litres of compost
?2 x Shallow Planter: 25cm height x 45cm width, holds approx 35 litres of compost

I would like to grow rubarb, potatoes, peas, some sort of beans, peppers, & carrots for sure, and want to grow them in small batches to last me throughout the summer.

Can anyone suggest what sort of compost? Which seeds would be best (or should I go for small plants with some of them)?
Can I use ordinary potatoes that have chitted or do I need proper seed potatoes? Are there any solutions to my mediterrean-hot garden (as no grass just paving slabs)
Can I grow rubarb in a pot?

Any help muchly appreciated
