Can I use evaporated milk to make the caramel instead of condensed milk as specified in the recipe? What's the difference anyway?

No, condensed milk is much sweeter and thicker, so when it is heated up it carmelises quite quickly. Don't think the evaporated milk would do the same. You can buy it in a tin already done - same make as the condensed milk and should be next to it on the same shelf in the supermarket.

Condensed milk makes a lovely caramel/toffee sauce.

Evaporated milk doesn't.

If you can't get condensed milk, you can make something similar, by melting some butter, brown sugar and golden syrup together, then adding cream and simmering.

You can as I had a different recipe that used evaporated milk. It didn't set quite as well though and I can't remember if you needed extra sugar or not.

oh yes, use the dulce de leche as it is as the caramel layer, no need to boil
