just enough to be able to separate them, can I put one back in the freezer?

I would!

No.

Just cook them both then you can re freeze the cooked one. I’d just cook it and eat it the next day from the fridge personally.

At the risk of being closed down by health & safety, I’d suggest running a little cold water between the two frozen thighs until they can be pried apart, then put the other one back in the freezer. Done this once or twice with no ill effects…

I'd do it, no problem.

Those saying not to, could you explain why? I've always wondered about this. Assuming the chicken is fresh and maybe a small amount gets thawed enough to prise apart then refrozen, what's the worst that would happen? Surely when the chicken is cooked any lingering germs are zapped?

the answer (albeit supported by the Australian chicken industry, per the link above!) seems to be a qualified yes, but only if defrosted in the fridge. Microwaving heats from the inside, and it would heat bits of the chicken to above 5c so personally I wouldn’t risk it.
