And Mary Berry’s Fast Cakes is a classic recipe book, my family have been using our copy for about 40 years.

Rolling pin, baking beans, sugar thermometer, blow torch, electric hand mixer
You could get him a personalised cake tin or a book to write/store his recipes in. There are lots of ideas on the Lakeland website

Paul Hollywood’s book
A loaf tin and square + round cake tins
Pastry/flan cases/tins
Rolling pin
I love mason cash mixing bowls but maybe not to a teenagers taste

A subscription to baked-in. Every month you get a box delivered . It has a recipe card and all the dry ingredients. They tell you in advance what extra ingredients you will need (for eg butter or eggs). There is an associated Facebook page where they post videos and people post photos of their finished bake with tips.
It’s a great way to learn how to bake lots of different things , and they make it all very straightforward.

Agree re bakedin but I would look for discount codes . I got 3 months for £16, and dd and I really enjoyed doing the baking together

Is it the baking or the decorating? You could see if there's a local sugarcraft group and if they can offer anything. Maybe not now but in the future.
