the recipe is asking for:
85g plain flour
85g self raising flour
1⁄4 tsp bicarbonate of soda

can I use 170g plain flour and a teaspoon of baking powder instead?

you definitely can make your own sr flour - but I'm not sure what the quantities are. and it might even involve bicarb rather than baking powder, can't remember. google will know

Yes, SR flour is really just flour with baking powder already in. Doesn't it say on your pot of baking powder how much to use - I know mine does (Dr Oetker)

yes it says how much to use for a certain amount of flour. will just give it a go.
