Dh and I are 38 and 30 respectively with two kids. Is there any reason that a doctor could refuse him a vasectomy?

Probably not, but NHS waiting lists can be quite lengthy and then it takes time to clear the tubes. So you might want to consider going privately.

May depend on what area you live in but I'm pretty sure now they like you to have exhausted all other options of contraception prior to being offered a vasectomy

My DH requested a vasectomy last August and even now he's still in the testing phase. It's a very long process

Testing phase is ;probably) meant the time after the operation and before the all clear. It is important not to abandon other contraception until he's been tested and told he is clear.

Clearance comes from a mix both of number of ejaculations and also of passage of time, and the duration varies between individuals. Typically it takes 2-4 month, but 6-12 is not uncommon. It can take long that, but depending on how much sperm and of what quality are still getting through, they may well deem it a failed procedure at that point.

Vasectomy isn't generally a priority for funding, which is why waiting lists are often 6months+
