Applying for Transfer of Residence from Ireland to the UK. HELP!

We are moving from the Republic of Ireland back to England where we were both born and are Citizens. My problem is an admin one- I have to apply to the HMRC for what's called Transfer of Residence because the UK is no longer in the EU and the Republic of Ireland is. I don't have much in the way of office skills and nearly had a breakdown today trying to find the Word document Inventory for the removals firm and now I have to do another list again for the HMRC. The inventory form took me ages as it requires measurements and weights of everything! The admin for this move is a nightmare!
If there is anyone who has moved from an EU country to the UK since Brexit, could you give me a step by step instruction of how to apply to the HMRC for a Transfer of Residence number please, including how to send Word documents because I don't know anyone here who can help. My anxiety levels are off the charts and I'm exhausted! Thank you!

If you're moving from Ireland to the UK and want to apply for Transfer of Residence (ToR) to bring your personal belongings without paying customs duty and tax, here's how you can apply:

  1. Eligibility Criteria
You need to meet the following criteria to qualify for ToR:
  • You must have lived outside the UK for at least 12 months before your move.
  • The items you're bringing should have been in your possession for at least 6 months and used by you during that period.
  • You must intend to use these goods in your new UK residence.
  • You cannot sell, lend, or transfer these items for 12 months after bringing them to the UK.
  1. Steps to Apply for ToR
Here’s the process to apply:
  1. Create an Account on the HMRC Portal
  • Go to the HMRC Transfer of Residence (ToR) Portal to create an account.
  1. Complete the ToR01 Application Form
  • Fill out the ToR01 form available on the HMRC portal.
  • You'll need details like your personal information, your previous address, and a list of the items you’re moving.
  • Note: The items should be your personal effects, like clothes, furniture, household goods, and your vehicle (if applicable).
  1. Submit Supporting Documents
You'll need to submit the following documents:
  • Proof of residence in Ireland (e.g., utility bills, rental agreement).
  • Proof of your new residence in the UK (e.g., tenancy agreement or mortgage statement).
  • List of all the items you're bringing into the UK.
  • Proof that the items have been used (e.g., receipts showing you owned the items for at least 6 months).
  • Photocopy of your passport and visa (if applicable).
  1. Wait for Approval
Once submitted, HMRC will process your application. It can take up to 2 weeks to get a response.
  1. Bringing Your Goods to the UK
After approval:
  • Your goods can be transported to the UK.
  • Present the ToR01 approval document to the shipping company or moving service.
  • No duties or VAT will apply as long as all conditions are met.

@Anita93 Thank you for this! I did start to apply for the TOR on the HMRC portal but got stuck on the passport bit because I haven't an up-t0-date passport! I've applied for one but it won't be here in time! I rang the helpline and to cut a very long story short, I'm going to have to print them off at the library, fll them all out by hand and send them as screenshots or photos! It's an absolute nightmare because I've been sent a rake of forms online but I don't know how to fill them out on a computer! I asked for conveyancing forms to be posted to me over a week ago and they're STILL not here , they should be by now, so I'm having to travel all the way into the city now to print them! I'm only hoping and praying they'll be done on time now!
I wish all these companies and agencies wouldn't just presume we have home offices and computer skills to do admin online! Lots of people don't!
Sorry for the rant and thanks again for the advice!

OP HMRC don't actually cross check the submitted list against what you're actually moving, you can submit a rough list.

@mummyh2016 Do they not? Oh that's a relief , we've so much odds and ends accumulated over the years and that's even after decluttering and getting rid of a load of stuff! I've been going from room to room this evening writing as much down as I can, keep forgetting things and I'm nearly loosing my mind, so thanks for telling me this, it's a weight of worry off me!!

Your local library or family resource centre will be able to help with printing. And the resource centre will have someone who will be able to help you to fill the forms in as well if you have one nearby, it might be easier and cheaper than a normal printing place.

Honestly don't stress. Send a rough list and that's it. Your TOR will get approved regardless of how many beds you're moving. I don't get why they ask for a list tbh but hey ho!

Thanks @mummyh2016 I am just stuck on a question about our car now and am awaiting a reply from them. It's a shame we can't just say we're moving the normal contents of a normal house of whatever size and all the usual stuff you accumulate from living somewhere for years, isn't it? But I'll ring them again about the car shortly if they don't contact me. I really want to get this started today if I can!

My application is accepted now, it's just a waiting game, so thanks to everyone who replied. It's just the UK conveyancing solicitors I'm having a problem with now, and as we're trying to pack, finding out how much odds and ends and clutter we've accumulated over tha last 18 years, and we've already had a big clear out months ago! Oh the joys of it! I can't wait until it's over and done with and I'll be able to breathe a massive sigh of releif!
