Who knows about composters? Need some help!

Briefly, have moved and there is a composter in the garden. There is not really enough space for it and we want the space for our DC to play so my dad is going to take the composter and have it in his garden as his is much bigger and we just want plain grass where the composter is. Problem is - composter hasn't been used for ages (possibly 4 yrs) - it doesn't seem to have a base on it, just a mound of (presumably rotten) stuff under it. I don't know anything about composters - what is this stuff and is it harmful? Do we take it to the tip?? (Our DC are very little so I worry about them, mostly irrationally!).

no composter has a bottom on it as the worms need to get in. If it's been there 4 years it will just be lovely soil that you can use for your plants.

oh sorry LOL I thought you were worried that it was something toxic
it is just good natural stuff (rotted down leaves and grass and so on) that is good for the garden - give it to a neighbour maybe if you don't have anything growing except grass?
