Odd question...public toilets

If I use a public toilet, which is more environmentally friendly- the hand dryer or a few paper towels?
Please help me settle this long standing argument with DH.

I always tell DD to 'shake like a dog'.

Mind you, increasingly public loos have those set-in stainless steel contraptions which automatically do a soap/water/air cycle whether you want dry hands or not.
