ID without driving licence or passport

My Mum is 91. Her passport is lapsed and, as it is very unlikely she will leave the country again, we haven't renewed it. Her driving licence expired at the end of December. She gave up driving last year but we wanted to renew it just so that she would have photo id given she doesn't have a passport any more.

We sent off the renewal in December and I chased it up today to be told it is with their 'medical department' presumably because of her age. So far I haven't been able to get through to said medical department.

Govt departments are pushing for registration with One log in, etc, and it is hard to be without any id these days. I wondered what other seniors in a similar situation do about this?

OP posts:

When FIL started showing signs of dementia we got MIL a passport even though she has never left the country and never intends to so she had some form of ID. She doesn't drive either so this was the only thing we could think of. Ridiculous really but we couldn't find another way around it.

Well you could cut a notch in it, stamp it or come up with something else.

What makes you think that proper National ID cards, which would require some initial validation that the person applying is who they say they are, and contain biometric information would be any less expensive to produce than a passport ?

Why reinvent the wheel for everyone when the majority can already prove identity via their passports - just cater for those like the OP who don't, with some sort of allowance for those who genuinely can't afford it. .
.

As others have pointed out, even the Citizen card which anyone can get just by supplying a photo costs £20, and isn't accepted in most places because it's not a good enough proof of identity.

If they would be no cheaper than a passport I'm struggling to understand why everyone that needs ID doesn't just keep renewing their passport. It's the simplest way of proving ID whether you intend to travel or not.

Why should they be produced cheaper for those that don't intend to travel? The production and admin costs will be identical.

Yes, faced the same issue when I thought I would try to get Mum a bit more interest on the money she had left - expired driving licence and passport. It wasn’t an urgent issue so I left it and she has now died but yes I would advise anyone to keep the passport going if possible.

Wishmyhousewasbigger · 10/03/2026 16:56

We sold a property, and neede to pay CGT, DH no longer has a driving licence. The part of HMRC to pay CGT is done online, needs to be done by going to the government website and thence to HMRC, they need two forms of ID, passport,Ok we have that, but nothing else, or take a photo on phone, impossible for DH as he has poor eyesight! Frustrated by now I sent a snotty email, pointing out flaws in system. Guess what? You can send the account by snail mail!

Get a bus pass. They are free and can be used as ID for voting

Apparently not acceptable for my mum to renew her senior Railcard though! She was in the same position, no licence and passport just expiredWe looked at the citizen card but they could do with another option beyond 'over 18' to make it more appealing for pensioners. She ended up renewing her passport, so I guess we'll need to take a holiday to justify the cost 😆

Oblahdeeoblahdoe · 10/03/2026 17:19

This is one of the reasons I support ID cards. Even renewing my DM's blue badge was difficult without a driving licence or passport.

Everybodys · 10/03/2026 17:20

Amazes me that anyone believes ID cards wouldn't also be an expense and administrative faff. There's not a chance in hell they were ever going to be provided free.

OP, you can renew Irish passports from the UK online, I did the kids.

GentleSheep · 10/03/2026 17:23

I don't drive and my passport had elapsed some 20 yrs earlier, but I was able to get a new passport via the Post Office who even took the pictures for me. That was a painless way to get a new passport apart from the cost. At least I have a valid ID now.

Betterthantherichesofthisworld · 10/03/2026 17:24

Another person saying don't bother with CitizenCard, it's not accepted in now situations than it is. Even Wetherspoons won't accept them!

Re DVLA, good luck getting through to the medical line as I did not manage once over several weeks. I can, however, recommend getting your MP involved.. they magically picked up the phone 48 his later.

cestlavielife · 10/03/2026 17:25

Check if they will accept out of date passport. 8t still confirms identity

Never thought they would be.

Still support them though.

kiwiane · 10/03/2026 17:27

Would her old passport do?

Glimpseofspring · 10/03/2026 17:33

We ended up getting my mother a new passport. Very straightforward online even though her old one was expired and we couldn't find it anyway.

Then I'm not talking about you.

But in this thread, and others at the time when they were proposed, there's discussion of them as a solution to the expense of a passport. Personally I've no objection to them being provided at cost to those who for whatever reason find it preferable to a passport. Long as it's optional.

You are able to offer other forms of ID but usually need 4 or 5. Council tax, utility bills, birth certificate (and marriage) all add up as proof but honestly it's sometimes worth chucking money at the problem and getting a new passport, it'll cost you the equivalent of £12 per year.

My local council refused to accept their own disability bus pass (with photo) and their blue badge (with photo) for their voting ID paper. It's ridiculous.

Edit - BTW if you need to buy/sell a house or get a divorce you need photo ID from passport or driving licence only now. I'm thinking if OPs parent owns their house but has to sell for care fees they will need it for that.

Edited

This isn't true. My elderly mother has no driving licence or passport and has recently sold her home.

stichguru · 10/03/2026 18:02

I don't drive due to disability. Places that need my driving license accept my free bus pass, if they don't, they change their tune when I point out that I have been TOLD NOT to drive, by my neurologist, and given the FREE bus pass because of a letter she sent to the bus pass people saying she had told me not to drive! ...

Wetherspoons has accepted mine. Literally everywhere I’ve ever used it has accepted it.

They were indeed. It amazes me that anyone believes this, that the number of people holding this view isn't zero. Nothing in that post suggests that you are a member of the cohort being discussed.

TreadSoftlyOnMyDreams · 10/03/2026 18:17

It's also going to be accepted for Digital Identity for purchases of alcohol so you can load it into Easy ID or Yoti.

But not One Log in it would appear so the OP is stuck needing a passport.

KnickerlessParsons · 10/03/2026 18:17

My elderly DM has used her out of date passport as ID. It’s not valid for travel, but it does seem to be a valid ID.

GarlicFound · 10/03/2026 18:21

I've got this problem. Things like bus passes and alternative ID cards don't work any more. The list of things you can't do without a passport or driving licence grows daily - from taking the money out of your Vinted seller account to using the government tax and other gateways. Some things would not let me re-register now without it, and I'm scared they'll suddenly demand verification! (Revolut did, but I rarely used it anyway.)

I'm resigned to all the palaver and expense of getting a new passport 😡

Is a provisional driving licence an option for you? I only ask because they're a lot cheaper, and you don't need to have any intention of actually driving. If you don't have any of the medical conditions that debar you, worth considering.
