How can I help my dad’s recovery?

Bear with me please. This is an unusual one.

My parents live abroad (non-EU, just to show distance) in a country where healthcare isn’t great. My fantastic dad had stroke in February at 68, leading to full paralysis on one side. He is also diabetic and hypertensive. His mobility is not much better since he had it tbh. I have employed a full time carer/nurse for him who takes his vitals each morning/evening and takes him to appointments. He also has physio come in but I found out they’re not having it as regularly, no reason.

Mum also has knee issues and goes the doctors but doesn’t take the meds, doesn’t do suggested physio exercises, etc.

I am considering bringing him
over to the UK for medical care. Mum
would also come along. What sort of costs would I be looking at? Would a care service where they attend several times a day work? I can’t help with personal care.

We’d have to convert the dining room
as bedroom for both of them because we’re still yet to start our loft conversion.

Am I mad for even considering this? If so please would you give me some alternatives?

Do you have tens of thousands to spend on this, probably more? Because if not and they've been abroad a long time they won't be entitled to any NHS help.

Mum should be able to get NHS care. Dad won’t. His is the one whose care will cost more too. I was hoping he’d be able to get some intensive therapies that would aid his recovery and then he could go back when he’s able to walk a bit for example.
I feel so helpless

What about contacting private neurological physiotherapists, occupational therapists and clinical psychologists in the UK and see if they will do remote therapy to another country by video call?
