POA misuse of donee’s finances

Has anyone reported an attorney to the Office of the Public Guardian? If so, what happened? I have read that there will be an investigation but does this solely consist of them writing a letter asking a few questions? How do they take things further?

I am in the situation where I feel there has been financial wrongdoing but the said attorney is a family member which makes me hesitant to report them before I fully under the consequences (ie not just an investigation but will the bank freeze the doner’s bank account, will social services be contacted?) The doner is safe and well looked after. There is no direct “theft”, more a case of withholding money that belongs to the doner and not repaying a large debt (nearly £10k).

They will do an investigation which will involve asking questions of everybody involved in the donee's affairs.

The attornies may not reply but that doesn't matter, if the OPG suspect misconduct eg misappropriation they will make an application to the court of protection to suspend the attorneys (and ultimately remove them). When COP makes an order that Order could include freezing bank accounts except say to pay care fees.

The doner is the legal term on the POA documents.

The person who's PoA it is - i.e. the one who is granting the authority - is the 'donor'.
The person named in the PoA to act is the 'attorney'/
