Can anyone confirm how much energy rebate my mum should receive?

My mum is on a state pension and also receives full rate attendance allowance as she is NBM/has dementia.
She doesn't pay CT but receives an element of HB (approx half her rent)
As yet, she hadn't received anything from the local authority/DWP but I'm not sure what she is due.
Thanks.

Does she live in her own home and pay her own energy bills? Or is she in a care home?

SavingsThreads · 14/07/2022 21:34

Nothing is coming from LA or DWP. The energy rebate is a flat rate of £400 for all who have an energy meter, and it is credit applied to your account with your energy supplier.

There's the £150 council tax energy rebate which I figured @HumourReplacementTherapy was referring to as they mentioned LA.

That depends on her DM living in her home where she's the person liable for council tax (even if it's covered by CTB), the property being in Band A to D for council tax, and DM having been at home (not leaving the house unoccupied due to hospital/care home stay) on 1 April 2022.

HumourReplacementTherapy · 14/07/2022 23:26

Yes, she's still in her own home and liable although exempt from council tax as she has dementia. I thought she should have had the £150 from the LA but as she doesn't pay anything to them via direct debit I guess they'll pay another way. I'll follow it up, I just wasn't sure if she was eligible. She doesn't get pension credit so won't get the additional payment from DWP as I don't think attendance allowance counts. It's so bloody confusing! Thanks for your replies.

It does as I've had £150 paid via the LA. Majority of council tax payers have. DWP started their payments today. 2 lots of 369 ish ( not 100% sure on the figure) but only for certain benefits. I don't think Attendance allowance qualifies her though.

@HumourReplacementTherapy You need to go on the council website (for the area where she lives) and apply for her. If she doesn't pay Council Tax then it's going to take longer to get that payment via cheque if you haven't applied. It's a fairly simple process to apply and should be easy to find on the council website. You'll likely be asked to upload a bank statement and utility bill (to prove her identity as she gets CTB)
The £400 payment will be credited by her electricity supplier against her bill - you don't need to apply for that.

www.theguardian.com/society/2022/jul/13/as-the-dwp-starts-handing-out-cost-of-living-payments-who-is-eligible
"A pensioner who was claiming attendance allowance at the right time can receive the £300 pensioner payment and the £150 disability payment. A pensioner claiming pension credit and attendance allowance will also qualify for the £650 support."

CrocodilesCry · 14/07/2022 23:37

^ This is only if she lives in a Band A to D property though some councils are paying it to Bands E to H in some areas.
You can check her property band and also the property reference (you may need this if you have to apply online depending on the system her LA is using) here: www.gov.uk/council-tax-bands

CrocodilesCry · 14/07/2022 23:41

Just to clarify, I'm talking about the Energy Bills Rebate the OP mentioned, not the cost of living payments which are different.

pogostickplastique · 14/07/2022 23:47

If she's exempt from council tax I'm not sure how it would be possible to get a rebate for something she doesn't pay

choirmumoftwo · 14/07/2022 23:59

@pogostickplastique my DM gets pension credit and doesn't pay council tax but was still eligible for the £150 from the LA. She had to apply for it and because the LA didn't have her bank details (since she doesn't pay), she had to collect her cash at the post office.
OP, the deadline for applying was 30th June, at least in DM's council area.

SavingsThreads · 15/07/2022 07:14

Sorry OP I didn't realise the one we had from council was still being rolled out in some areas, as it was a few months ago for us

Ah most councils you have to actually apply! Because they won't have her bank details if she doesn't pay by direct debit you have to give them the info and then they'll pay it.

It wasn't truly a 'rebate' of council tax, it was a grant for all people who lived in homes under band D (and over Band D if you could show need)

The council tax system was just used to distribute it as it was already in place and so many people pay by direct debit it was easier for councils to do that

HumourReplacementTherapy · 15/07/2022 14:11

Thank you so much for all your help with this. Really appreciate it
Yes, thanks for clarifying, the council tax is just the payment vehicle so to speak. It's not a reimbursement of CT. It's money towards energy which she desperately needs as she puts the heating on all the time as she doesn't have capacity to understand

Please make the £150 from the council a priority to chase up because in my area you had to apply by the end of June via a form if you didn't pay direct debit.

The council will still have to pay the £150 even if you don't apply. It's just slightly more complicated if you get 100% Council Tax Reduction as they a) don't have your bank details and b) can't credit your CT account if you don't pay anything.
Councils will likely issue cheques or possibly Post Office vouchers to these households, but making the online application will mean the OP's DM receives it quicker than waiting until September.

And to confirm - it's a rebate to put towards your energy bills. So if your household is eligible as above, you will still qualify for it, even if you don't pay any council tax.
