Self directed support Scotland pros and cons please

An elderly relative has had carers coming in 3 times a week for a couple of years (I’m not sure where from) and now they agree this needs stepped up. The council have discussed this option with them and their children. They are most resistant to go down this route because it means they will be paying for the carers and they don’t think their pension will cover it.

I’m a not as close a relative but feel like they have all got the wrong end of the stick. Surely they are given the money and then they use it to pay for carers or adaptations etc? Their kitchen could be better suited and they have talked about moving their bedroom into the dining room.
I have been described as “practical” in the past which I think is code for unfeeling so I’m trying to get all the pros and cons sorted out first before I drive in to help.
I only want the best for them, they want more support but I know finances are an issue. Their son has said that they couldn’t possibly sort payroll and tax etc but my son is an accountant who literally does this all day every day and i know who do it gladly. Unless I’m missing something and it’s particularly complicated.
Sorry if this is too vague but the internet is just giving me options rather than definite examples.
