Bursary for what? The awarding body (be it school or whatever) should give you all the info you need if you ask.

Is this for an independent school? They all have their own systems and rules for who is eligible, so you would have to get the information direct from the school.

Depends on the school. I work in a selective independent grammar school and they give bursaries but no scholarships - ie even if you come top in the exams and you can pay then you don't get anything towards fees. Bursaries are usually purely awarded on parental income - means tested bluntly. Usually, when applying to sit the entrance exam, there will be a section where you can register that you want to be considered for a bursary. Pass the exam followed by the usual interview process then you would be considered. We have around 1 in 10 at this school on full bursaries. Usually awarded at senior school entry but there are some awarded for 6th form entry.

You have to ask the school and a bursary will probably have conditions to be met, such as where you live in relation to the school.
