As soon as possible. The younger they are, the easier it is for them to absorb. It can slow down their acquisition of their first language to begin with but they will be bilingual within months with hardly any effort if you persevere (and depending on the level of the exposure). Are you bilingual? If so, it's useful if you have some guidelines eg, speak mother tongue at home, second language outside the house.
Otherwise, using books, song tapes, counting games etc all help.

It's just a vid in Spanish and one in English. Really something like Tellytubbies in a different language should work just as well.

Right - well I got the french one. Will see what it's like. If crap, will return and not spend a penny (well except for the non-refundable P&P!)

Little-Linguist has some good starter products too.

My son has heard two languages from birth, English from his dad and Dutch from me.
He also enjoys setting the language of a DVD differently, we have been watching Dora in Turkish and not understanding one word from it but he enjoys it!
So I think it's never too early to let them hear another language but I don't make a specific effort to teach him another language apart from Dutch and English.

We moved to Belgium when dd was just 2 and enrolled her in a french speaking creche. After 6 months she started kindergarten and I was terribly worried she wouldn't be able to explain she was hungry/thirsty/needed toilet etc. My fears were totally in vain and after 2 years she is completely bilingual. I think they are like sponges and soak up whatever is on offer...We recently moved to the Dutch speaking part and she is more than happy to watch Dora / Teletubbies / Spongebob in Dutch too. I have no clue how much she understands but don't think it does her any harm as she will start to learn a 3rd or 4th language at school before too long anyway. When I compare me with my crap (ish) french to my trilingual colleagues at work, I think the earlier the better!
