Preschool environment

Our eldest son is currently at a montessori/reggio preschool and the classroom is a beautiful environment, lovely wooden toys and natural materials all round. The teacher/owner however have not been great with us. ( our son was being hit by another child frequently and they said he was lying...which he wasn't, among other things).

Partially because of this we chose to send our youngest to a different preschool this September, however they are very underfunded, it's quite a small room with only 1 window and they only have outdoor space on certain days of the week. I feel like I'm making such a difference between their experiences. Am I doing my younger son a disservice? There aren't many other funded options near us. There's another reggio based school a bit further but it would be self funded, which we are still considering. They focus on a lot more outdoor time.

People are always more important than physical resources.

It seems like 2 extremes. Most places are somewhere on the spectrum. The outside space worries me. Where I work, we're in a large hall but we need to get outside for at least 90 minutes a day. If it's pouring with rain, it's definitely more difficult for the kids and us. They need the variety/ change, they need to be able to run and shout for a bit, look for bugs, do planting and watch groeing, sand and water play etc. I would try and get somewhere with outdoor access. Toys don't really matter but that does.
