What can you suggest to help 13 year old (developmental delay) with english?

My friend's dd is struggling in english and apparently has the reading and comprehension age of 8 or 9. Friend wondered about a leap pad thingy or similar as child has been asking for one. But I think it might be too young..

suggestions please!

Barrington Stoke are publishers that produce books for children and young people with dyslexia and other reading difficulties. The books have cream paper and well-spaced text etc.

there are a few schemes out there for special needs children to keep their interest level up . can your frieldn not talk to the senco at the school? Is the girl getting any extra literacy help at all?
somethings that might be helpful are magazines for girls, comics, lots of goodwebsites out there too ( bbc has lots)
