What was the final straw?

If you have moved your kids from one school to another what was the final straw that pushed you?
We have been dithering over moving DS1 now for 18 months. The good thing about the school he is at is it is a 500m walk from home and he is happy. However we do not buy into the school's ethos, find the standard of education poor / average and the governors are weak / have lost interest. Just about everything I have suggested re school improvement has been rebuffed and now the HT and another teacher have resigned. There are only 5 teachers at the school. The relationship between the HT and chair of govs is unprofessional. It feels like the school has slid into 'limp along mode' for example we have been waiting for 6 months now for a letter re safe parking outside the school (the school is more afraid of insulting parents than of children getting run over...).
We have found a good alternative but its 25 miles away and involves a 1 hour bus ride each way, much better extra curricular activities, more energised teachers but would involve us paying and hence a long term financial commitment (2 children). We have looked at state schools nearer to us but still a good one would be a 1 hour round trip by car.
Are we at the final straw?

Mostly for us its low grade stuff like as you say the large amount of time spent watching films at the end of each half term, casual 'apparel' of the staff. I did ask the HT this time last year re the poor SATS results (half of national average) and in the end she said 'just worry about how your own child is doing don't worry about everyone else'! Then DS1 didn't do as well as he should have in his SATS KS1 and the pass rate was very poor overall. Then we had an incident with e-safety which the teacher did not even notice despite marking his book...
Now DC1 has also joined the school. I asked about her reading - apparently all the class do letters and sounds at the same pace (no streaming ) but then she gets randomn book levels to read - one day its 2 another its 3 then 4. So sometimes she gets sounds she has not covered yet. The teacher said 'couldn't' was a high frequency word? Is this true? I thought high frequency words in reception was easy stuff like 'was, it'?
I'm just losing any faith I had..
