special measures and primary schools

Do secondary schools make any allowances for a child's primary being crap when they put children in sets?

If you think that your child may be underachieving at primary school because of poor teaching and standards, then you may be relieved to know that most schools use CATs tests during Y7 to identify a child's potential. The CATs tests would help schools to put children in the correct sets, but they would use SATs results as well.
It is possible for a child to be at a school in Special measures and still obtain high enough grades in KS2 SATs to be in the "top" set but the level needed to be in the "top" set may also differ across different secondary schools too.

To give an indication of how sh!t the grades are my son has been selected for a "gifted and talented" workshop in science and he is only 4a. The school have sent the top 4 children out a of a year of 60. I feel that a child in the top 5% of his year group should be achieving higher. Clearly I am not on my own as the LEA has stepped in and senior management is being replaced.

The problem my son has is the holes in his basic learning due to utterly shit teaching. I suppose that the secondary school may quite rightly decide that the he needs to be in a lower set to patch up holes in his learning.
