How do you complain about a head teacher?

I have several issues with the head teacher at my DSs junior school. A lot of parents are not happy and the school is on the decline. The last ofsted was very critical and was classed as satisfactory, it used to be good. The head is never seen by parents and rarely by the children, and has no interest in learning their names. Loads of teachers have left and more are planning to, and they just seem demoralised. Academically, there are new initiatives which just don't make sense. Parents bypass the head and go to the deputy with any problems as he just doesn't sort anything out.
He currently has another head in to mentor him so does that mean the local authority are aware he's rubbish? Does anyone have any advice on whether its worth complaining, and to who? I would love him to be replaced because it could be such a good school

Governors can sack a Head Teacher (usually with the support of the LA). If it is an academy the rules are different.
I'm very disappointed for you that tge governors are nit doing more. Complain in writing to tge Chair of Governors and ask for a meeting. Schools have to monitor and report complaints.
If you get no joy from this you can then escalate to tge LA.

A Head cannot delay a child moving schools. You just walk out and start at the new school!

You really will not remove a Head by complaining. They have contractual rights and it is not a contract with parents. If the Governors are doing their job they will be performance managing the Head so should be setting challenging targets for the Head and ensure they are met as far as possible by obtaining evidence of success (or otherwise). Governors should be aware of parental unrest and unresolved bullying but you won't get rid of the Head by complaining. Either a Head goes because Ofsted says they are inadequate or the Governing Body decide they are dire and start negotiations to terminate their contract. Either way, it's a messy and lengthy business.

Thanks for your comments. I have spoke with governors. And you can't just walk into the new school without a start date. I am now in contact with Councillors. Don't won't the HT sacked. Just think she needs training on certain things.

You agree the start date with the new school, not the old!

You can walk out of a school. You just write a letter and home educate until you have the start at the new school. You need to inform the local authority of this and the school you are leaving.
