Paypal - notice of transaction review

Just received an email from Paypal - it's genuine as it's got my name and email address on it and no click here to confirm etc etc.
It says:

"We were recently notified that a payment you received was reversed by the buyer's bank. A bank reversal can be requested by the bank itself or the bank account holder.
We have placed a temporary hold on the funds until our inquiry is complete. We are contacting you to learn more about this transaction."

I've logged on to my paypal account and sure enough they have held the money.
The guy only had an 84% feedback score so I was concerned when he won an auction but he paid promptly and I posted out the item and didn't think anything more about it.
Does anyone have any experience of this ?
Will I get my money back?
It's not a huge amount but I don't like to feel ripped off. I'd rather they had said the item hadn't arrived and then I could put in a claim with RM.

Well, in future, always charge for and send recorded. That is actually in the PP terms, a signed for service, (or trackable I think) and it needs to be covered for uo to the correct value. Think recorded is up to £39 now.

Not sure what will happen this time....it's a crappy thing though for you. PP really favour buyers, good when you're a buyer, but not a seller! I never ever send non recorded now.

Hope you get it sorted. I would add him to your blocked buyers list too!

I've added him to my blocked sender list.
I've sent a lot of parcels since the start of Jan and only 2 have not arrived and now this dodgy one so it is a tiny percentage.
I feel that for lowish value items people are reluctant to pay the extra.
Hopefully PP will take into account his poor feedback score.
Do you know under what circumstances buyers can reverse a payment?

I think anyone can reverse a payment at anytime unfortunately. I know what you mean about people not wanting to pay extra, but I invested in scales so always weigh everything, use plastic envelopes and thus keep postage down to a minimum. You do need to use recorded etc to be covered.....I know parcels in reality, don't go missing that often....but it can also depend on the person too unfortunately!

Anyway, I have just been reading up about it. Basically, it usually happens when they have used a credit card to pay (still throught paypal) and then the buyer goes through their credit card company to get their money back saying card was stolen OR item not as described etc. This is nothing to do with paypal so they claim the money back from you as the credit card company claimed it from Payapl....clear as mud? Apparently you don't have to accept credit card payments through paypal....not looked into removing it yet though. REally PP is a pain in the bottom for sellers....or can be. You can also get chargebacks a YEAR after the payment...scary. Makes you want to not bother doesn't it?

For a transaction to be covered by protection against unauthorised payments, we need proof that you posted the item through an approved postal service to the address on the Transaction Details page.

so your "small amounts" could end up costing dearly in the end!

Thanks maxyb is sounds like I wouldn't necessary be covered even if I had done recorded delivery if it is the credit card company that makes the final decision and not Paypal.

and then there was this bit
"All sellers who accept credit card payments run the risk of being liable for chargebacks. Chargebacks are among the unfortunate costs of doing business. Many sellers factor this cost into their business risk model"

Yeah right!

I've heard back from paypal and they wrote the following:

"We have completed our investigation of the following transaction and have removed the temporary hold. This temporary hold was removed becausewe have determined that the transaction was authorised.

Good selling practices, such as trackable shipping, prompt shipment, and communication between buyer and seller help resolve cases of unauthorised use."

So the good guys can sometimes win!

Hooray! So pleased for you. yes the recorded delivery in that case would have made no difference anyway. That is pooh about the credit card thing. Glad for you though!
