Buyer has paid for item for collection but hasn't turn up to collect twice now. Can I cancel the sale?

I sold my travel system just over a week ago. The buyer emailed me to say she'd collect on Tuesday afternoon so I arranged to be in, only to find she called five minutes after she was due to say she couldn't come. She also muttered something about our location not being where she'd thought it was . We rearranged for her to come at 2 today. It's now 3 and she's not here. I get the feeling she bid on the item thinking we were just up the road from her and now she's realised we're further away she's not sure she can be bothered to come. Strange thing is, she's paid by Paypal, even though cash on collection was one of the payment options.

So, I'm going to email her later to ask why she didn't turn up, but does anyone know whether I am within my rights to say I'm refunding her payment and relisting the item? (can't find anything in the ebay policies about this). I guess I've been spoilt as I've sold quite a few things which have been collection only in the past month or so and every single buyer turned up on time and was really great.

That would pee me right off!

I once had someone not turn up to collect an item off Freecycle - it was free FFS & she still didn;t turn up!

Anyway - I think you're well within your rights to say you're going to refund & relist - as long as you refund I don't see why she can complain!

If it were me I would email & ask if she still wants to collect the item because if not you're happy to refund (make it sound like you're doing her a favour lol). If she yes she wants it I would say ok but it needs to be collected by XX date otherwise you really will have to refund as you need it gone.

Ask if she wants to "mutually agree not to complete the transaction" which means you get the fees refunded and everyone is happy (ie no negs).

Thank you both, that's really helpful. I'll email her now.

After this afternoon's no-show I checked her older feedback and discovered three instances where sellers had fed back to say she'd won items and then never turned up to collect so it's not the first time she's done this. Thanks again for the advice.
