I purchased a few items which were sold as a batch. They arrived this morning and about a third are defective. Should the seller have mentioned this in the description? The description was "good collection of x" and they checked the no returns option.

Due to the nature of the items it cannot be possible to determine if they were functional from the pictures. However I will admit that they were sold at below the sale price they might usually have gone for all working.

Is this one I have to chalk up to experience and ask more questions first? Or should the buyer have tried to be more accurate?

Point of note that the seller seems to be putting a few of these up for sale as some kind of side business. Might that help me if I made a claim I should I not bother?

Anything you buy should be fit for purpose, unless its listed otherwise. So you could start by approaching the seller and asking for a return and refund on the defective items. Take some photos of the defect if you can. If they are sensible, and you can prove the items are defective with photos, they should just refund you for those. If not then you can raise a case with ebay and leave neutral or negative feedback.
