Advice Needed Please

I sold some ELC beauty treatment vouchers. The winning bidder has just emailed me saying that he is very disappointed with the vouchers. He said that the ELC site is no longer available (it is available). He is disgruntled because he paid over the odds for the vouchers. He is also claiming that they aren't complete - he thinks I have used one of the vouchers (I haven't). I sent him all the vouchers that were listed so he knew what he was getting when he bid for them and he says that I haven't presented them nicely, they are just torn out of a book (which they were, but I didn't promise them gift wrapped). I put the ELC website on my listing so he could see for himself the terms and conditions. He is threatening me with negative feedback unless I give him a refund. I have emailed him this morning to offer a full or partial refund as my feedback is important to me. I have less than 15. However, it has been getting at me today. He knew what he was bidding for and that is what he has got. Essentially, I think he is annoyed that he has paid over the odds for this. However, I am annoyed, because the second chance bidder was also bidding over the odds so I have lost out. Do you think I should offer a full or partial refund.

neither - the goods are as described and he has them, therefor he can't claim a refund.
He is not allowed to threaten neg feedback, this is against ebay rules and you should remind him of this.

nobody forced him to bid high did they? if your sure the site is still available tell him to get lost! dont give a refund but tell him that you will forward his mail threatening you with neg feedback to ebay. have you left feedback for him already? if not you can leave him neg too.

He hasn't directly said that he would leave negative feedback, just implied it. His words were "Before I leave you feedback.I would like you to know that I am very dissapointed with the vouchers ...I think the honorable thing for you to do would be to offer a refund.I could proceed through ebay, but I think in all fairness i should give you the opportuinity to put matters right". Therefore, I take it, that if I don't offer a refund, he will leave negative feedback. He hasn't replied to my email offering a full or partial refund. I said he could send the vouchers back for a full refund, or keep them for a partial refund. Do you think it will be OK to wait for his next email, then tell him that I have changed my mind and take your advice, that I have done nothing wrong.

I have also looked at his feedback. On one other occasion, he reached an 'amicable agreement' with the seller and the transaction didn't take place and on another occasion he tried to get a refund (but failed) because he said the item didn't arrive as described which the seller disagreed with. Therefore, it does make me think he is trying it on.
