Buyer sent eCheque payment via paypal, payment failed, what to do now..?

On 1st April I sold an item on ebay and a few days later I got this message from paypal regarding payment for the item:

^You've received an eCheque payment. An eCheque may take 5-7 working days to clear, so you'll see the transaction status set as 'Pending'.

Here's what happens when you get paid by eCheque:

The buyer's bank gets a request to pay PayPal.
PayPal receives the funds from the buyer's bank.
PayPal will transfer the money to your PayPal account after the funds have cleared and will not be at risk of being reversed by the buyer's bank.
Your buyer has sent the payment, but we suggest you wait until the eCheque has cleared before posting the item. We'll email you as soon as the money is in your PayPal account.^

Then yesterday (09 April) after waiting a week, I got this message in reference to the payment:

The below PayPal payment sent to you was not processed successfully. If you sold physical goods, please do not send them as the payment didn't complete. If the payment was for a service or a virtual item, do not deliver or provide it.

So I opened a non payment case with paypal last night and today I got another email identical to the first one (ie the person sent another "echeque" - obviously the expected clearance date is different but otherwise wording is the same as above and the one I got today says:
"We estimate the eCheque will clear between 17/04/2018 - 19/04/2018."

So how do I know that the payment won't fail again? That would make it 19 days since the item sold, which is getting ridiculous and then I would have to relist it and start all over again! (I am also moving house in less than 3 weeks so this is really inconvenient).

I have never heard of this echeque thing before - should I just wait again or is there anything else I can do?

It's only £15 (was expecting about double that based on sold prices of similar items but oh well) but a large item which is why I wanted to get rid of it before the move - all this hassle for about £12 (after fees).

I had this once or twice. Both times the buyer didn't know (or didn't realise) that there was a problem. It happens when the buyer expects to use his/her Paypal account balance but there isn't enough.

I contacted the buyer and said - Did you know there wasn't enough in your Paypal account to pay for this, and I have this thing called an echeque? and we took it from there.
