Help needed (follow up post) re payment and collection only

Recently posted about someone abroad wanting to potentially buy from me if i relisted an item that's advertised as Collection Only (it's bulky and antique)
So, on the basis of this, I relisted as am totally desperate for the money (re listed as original winner messed me around and couldnt complete sale)
I had told him (the potential buyer) many times in private messages that I would only accept cash; he would need to send cash with a courier if can't come in person himself
Lo and behold... he wins yesterday, and pays by Paypal today. I clearly put in my listing as well... no Paypal! (I know from advice on here that i wouldn't be safe with Paypal, if he claimed item wasnt collected, then Paypal would refund him)

I got this message from him

''Hi

Well 2nd time lucky!

I have just paid for the item. I now need to arrange collection which as you will appreciate will take a little time as I am in Tanzania:)

There are two options.... I can arrange collection (which of course will be quite expensive for me) but I can also collect when I am over in the UK next month.... If you agree to store for me until then, I will gladly bring you something from our Coffee Plantation as a thank you.....:)

Please let me know as I really do not want to impose on your hospitality...

Best regards''

(he is a brit guy in africa, visiting in may and wants it for his brother living in england.or so he says)

I have now refunded the Paypal money back to him. I have messaged saying I cant wait till he's here in May but he can still send a courier. (not my fault it's expensive for him!)
Should I suggest a bank transfer? Would that be safe? I've never done one/ what info would i need to give ie the 16 numbers or my actual bank account number? And what about the 3 numbers on the back? am worried as have had identity stolen twice in past.. one was an eBay seller too!
And now someone else has messaged me saying that they will give me £120 for it (this guy in africa won it for £94) and could they arrange for a courier and do a bank transfer... I said I'll get back to them if this guy messes me.
Of course i'd like the £120! if i dont hear from guy in Tanzania can i do this?> or does HE have to close the sale? and he will say he won fair and square.. except he didnt really, as i clearly said no Paypal (and certainly can't wait till next month for money)
Can anyone advise me, or should I ring eBay for advice
I thought collection only would make this simpler.. not so at all and i'll still have to wrap it all up if a courier comes

have you sent the cancellation request yet?

why isn't it in completed items - it must have finished for him to be able to leave feedback?

Yes, just call them and they will remove it. He's out of the country and wanted to wait a month.

You can reply to neg feedback. Put something like

Item cash on collection local pickup only, BUYER IS IN TANZANIA.

If you had 100 + and then something like that, I would just laugh at the idiot in Tanzania.

OR don't get involved in a spat, ring ebay customer services. Explain that the listing clearly states local pickup cash on collection only. Tell them the winning bidder did not mention before bidding that he is not in the uk, has won the item, and paid by paypal which you have refunded as you specified cash on collection.

Yes you are allowed to specifiy and stick to, cash on collection local pickup only. When I had all the shit of nightmare pram buyer lady ebay cancelled the transaction and feedback, and refunded my seller fees.

Also tell them that this buyer, wanted some arrangement whereby someone else would pay you a higher price, but wanted your bank details. I recently had someone request I paid them by bank transfer, I rang ebay and they said they will take action against the seller as this is against ebay regulations/payment protection thingy.

Ebay can check your messages and see that this was asked of you.

Then, take the thing to an antiques dealer and negotiate with them. I'm sorry you didn't get the higher price last time, maybe you can get a good deal if you give a dealer a commission.

I got the £17 back, that was another buyer, who did cancel.
It's not showing in completed listings. This time it sold for £94, so , less final value fees but i still need them back :-(
I can't even report him.. none of the blue boxes will highlight when i click on them (e.g. ' continue' etc)

No, they can just look at the listing, see that you are telling the truth about what you stated in it, then see the buyer's message saying he is in Tanzania etc .

Although sellers can't leave neg feedback for buyers anymore, I find their customer services in person to be very helpful when a buyer is being a prat.

Quite frankly anybody reading that negative feedback will just think what an ignorant arsehole the buyer was. Everybody knows collection items are cash only. He's just made himself look stupid.

I had to ring eBay about a pain in the arse seller on e not refunding me. They were great. They can see all your messages and know exactly what's gone on.

Don't worry about the feedback. It won't even affect your % as you have so many positives.

This bloke sounds dodgy so it's better to get a negative feedback than it is to be scammed. He could have claimed the money back on paypal without proof of postage.
