Some advice about feedback/wwyd please?

ok I have been buying a few summer dresses for my daughter on e bay and need some advice I got quite a few dresses from 1 seller generally I am disappointed with the condition however on delving into feedback I am not overly surprised however the issue is I was charged over 13 pounds for postage. This was a little while ago now so I was still getting to grips with the post charge changes so I thought that was what it cost however they were sent using my Hermes weighed just over 1kg so I estimate it was around 5 pounds to send (maybe 8 I'm not completely certain).
I would Probably be fairly neutral about condition of stuff IYSWIM but I do feel Thr overcharge on postage was too much so how do I word it?

The second one I bought 4 dresses 2 are lovely of the other 2 one has a 4-5 cm rip at the bottom (still in the dress rather than the hem) the other has a few too many stains right on the upper bodice so really only suitable for very play wear rather than best although it is a best dress style.
I noticed neither when I first looked at them so I am happy to believe that they were overlooked (although both were very noticeable in good light soil sure seller would have known IYSWIM - she was listing lots) neither is suitable for the purpose I got them for but they were 5 pounds in total do I let it go? Leave a neg for these? Or write? if I write please help me work out what to say I hate confrontation......

If you're not happy with the condition of the items then you should always,contact the seller to say so as soon as possible. Sometimes it is a genuine error on behalf of the seller and they will want the opportunity to rectify by offering a full or partial refund.

If they say 'tough' then you can open a dispute stating that the items were 'significantly not as described' but you will have to return the items by a trackable method of postage at your own expense to get a refund.

The feedback you leave should then be based on their response to you.

It's really unfair and bad firm to go in with negative or even neutral feedback without first at least letting the seller know that you are unhappy with some aspect of the service. If they at unhelpful, then feel free to leave accurate negative feedback stating the reasons. And also make sure that the star ratings you give accurately reflect your experience as it is these that eBay use to place sanctions on under performing sellers.
