Paypal - Anybody know what a Risk Alert flag means?

I sold an item on ebay earlier this evening and it was promptly paid for. When I logged into my paypal account I noticed a small red flag next to the transaction and when I clicked on the flag a small box appeared with the words 'risk alert' in it but no other info.

I put the words 'risk alert' into the paypal search bar and it just came up with a load of bumf about chargebacks on your account and seller protection.

Anybody have any idea what this risk alert actually means?

be cautious - send with a signature and adequate insurance, double check the address before sending.

All 25 items I have sold so far today have appeared in Paypal with this "Risk Alert" flag next to them.
In years of selling on Ebay and being a TRS and a business seller, I have only ever seen this flag twice before. So I was a bit incredulous that all of a sudden today I had so many potentially risky buyers.

I rang Paypal to ask them what the problem is and it seems that a plan they had has gone, well not quite to plan shall we say Wink

They had intended to use this flag against payments in the following cases :
Where the buyer is very new or does not purchase items very often from Ebay.
Where the buyer purchases regularly from Ebay but rarely uses Paypal to pay.
Where the buyer has low feedback.
Where the buyer has a history of not paying for items or for opening dispute cases.
Where a buyer's delivery address has recently changed.
To remind account users to check their Paypal Protection in the case of high value item sales.

However what has happened is that since last night it appears to be automatically marking virtually every transaction as risky.

They said they are hoping to resolve the issue very quickly as they are getting large volumes of calls and messages about it - hmmm I bet they are !!
