Ive been waiting over 2 weeks for payment. Should I put a dispute in?

A bidder has bought an item that is cash on collection.

We have emailed. First email says sorry been busy at work. Next email he has hurt his back but would arrange for pick up this week with me.

I emailed him yesterday to say could we arrange a day/time and I have had no response. It has now been well over 2 weeks.

Do you think I should put a dispute in now or wait a little longer?

If he doesnt pay will I get my fees back or can I open it up for a second chance offer?

New to all of this so im unsure of the ebay etiquette.

You have been patient enough so it's time to go through the resolution process; you can start it as soon as 4 days after the end of the auction.

You will get your fees back and can relist/second chance while he'll get an unpaid item strike if he doesn't pay which will mess up his feedback.

Apparently most people pay up pretty quickly once you go down this route; they did the two times I had to.

Don't worry about upsetting him, it's a business transaction, not personal.

If It is a collection item, it should always be cash. if they pay paypal you have no proof of delivery if they open a claim against you

If I were you I would just cancel the transaction. Ifcthe buyer agrees, then you will get your fees back and will be free to relish. I wouldn't bother with unpaid item disputes. I was in exactly the same position last week and just asked outright if they had decided they couldn't be bothered to pick it up.

yes just be honest and say either pay within x days or it will be relisted, you can go to the 2nd chance offer now if you want to ... re the collection item i don't understand your reasoning re proof of delivery, if you pay cash you have no proof of payment either but i tend to get them to sign a receipt for payment accepted against collection of goods.
