Transaction cancelled but they still have my paypal payment

I won an item with a buy it now. I'd msg'd the seller about shipping costs from US, they replied, I said I would go ahead and purchase.

In the meantime, they changed the title of the listing to say that it was a kingsize duvet cover and 1 pillowcase - the title had not previously made it clear that it was a kingsize duvet and only 1 pillowcase (otherwise I clearly would not have purchased, who needs a kingsize duvet cover with only 1 pillowcase?).

I didn't notice she had changed it until my paypal payment had already gone through. As soon as I noticed I contacted her to say I wanted my money back because she clearly changed it after I told her I was going to buy it (if there was no issue and it wasn't ambiguous, why did she feel the need to change the listing?).

She has now cancelled the transaction on the basis that "the buyer bid in error or changed their mind" and relisted the item already, but she still has my money.

I have emailed saying could you refund my paypal payment - is there anything else I should do?

Have you agreed to the cancellation? - you should receive your part of the mutual cancel to say you agree. If you haven't already confirmed this you can open a dispute for item not received if she doesn't refund.

Yes I agreed to the cancellation (though I was a bit about her using the reason "buyer bid in error or changed their mind" when really it was because I was misled by her listing description...

Anyway, yes the transaction is cancelled and I got a msg from Ebay saying the case was closed and I was under no obligation to buy or pay for the item. However, I have already paid and have had no refund.

I was wondering if in these circumstances I would get a refund as a matter of course, it looks to me like I'm going to have to chase the seller, who hasn't responded to 2 emails about it.

if she is ignoring you then I would open a paypal dispute for item not received. Nothing will happen as a matter of course.

My experience with Paypal is probably not unique, but I am posting it here to serve as a warning to others of horrors that can come your way... Opening Paypal account takes only seconds. They don't ask for proof of your address, proof of your ID, your bank a/c details and you're allowed a £1700 spending limit straight away. Leaving Paypal is equally easy -just click on close my a/c. THAT IS, IF YOU DON'T HAVE ANY MONEY IN YOUR PAYPAL A/C that needs to be transferred to your own a/c. My Paypal a/c had just about £150 that was refunded from sellers (I was only buying), when Paypal decided that an unusual transaction had taken place (no details of what it was) and my Paypal a/c got locked! Now I have to wait for 6 months to get my money. Paypal isn't regulated under FSA here, lightly regulated in Luxembourg (as they do not offer loans), and impossible to deal with. Well - E-bay owns Paypal and they route everyone through to Paypal to increase their profits - cosy! Be warned!
