Weight for height percentage

CAMHS want my 15 yo daughter to get to 100% weight for height before she resumes any exercise at all. We're unsure about this as she's always been very slim build. We think she's regained her weight and she's looking healthy. Currently 92%. All other health checks are ok. She's eating everything we ask of her.
We're not sure the 100% is achievable for her.
Out of interest I calculated the % of my other daughter who is healthy, eats really well, and is also slight build. Her % is 88.
Any thoughts on this?
CAMHS just keep saying she needs to be a 'healthy weight' before we move on. In the meantime she's missing out on activities with friends which is making her resentful.

Certainly not the case for DD. I can't remember exactly but has been stuck at 95% for a while and has been back at sports for 5-6 months.
Will need to watch weight as dd dropped a bit when she started running.

She's still stuck around 95%. I'm finding the weekly meetings really frustrating as they're unhappy she's not gaining more weight. They ask if 'something is going on?' She's always had a really fast metabolism and could eat absolutely loads without gaining weight. She's now recovered the weight she lost, is eating well, finding it easier, has better mood, looks well. She's doing everything we ask of her.
But because she not 100% wfh and period has not returned they're still 'forbidding' all activities. They even quizzed her on attending her band practice in case she spends time standing up, and they told her not to walk in the park with friends after school.
It seems really rigid, and given that one of her goals she set with them was to be more confident socially, it just makes no sense to stop her doing social activities.
Can CAMHS really 'forbid' activities or do we just look on it as advice.. I'm unsure on that. It seems that there is a consultant on team making the decisions on what she can and can't do, but they haven't even met her.

So I was nearly going to agree with you till I read that your dd's period hasn't returned.
So I don't know the whole ins and outs but hormones are important for building up bones. Normally physical activity helps to build up bones as well, but with absent periods the opposite can happen with exercise .

So DD wasn't doing any sports at all. However I agree with the social activities, even with WFH below 80% she attended school and orchestra. Hanging out with new friends really helped.

Ok maybe I don't fully understand the importance of the period returning. Her last period was in February. I thought it could take 6 months for it to return even after weight restoration so I wasn't putting too much on it, but perhaps I'm mistaken.
