What’s the general feeling about exercise & low weight

DS going out with us tomorrow (estate house parkland to take pics for a project) but have looked at the map.
I’d say the closest route that involves the least amount of walking is about 3.2km. Just from car park to gate entrance is 800m. So he has to do that twice even without any extra.
DS barely walks all day at the moment. He walked each day on holiday at Christmas but his weight was about 8st2lbs then.
It’s currently bang on 8st now. He gets very breathless and his ankle joints and hips hurt when he walks and I know it’s because his muscles aren’t used enough but it’s a chicken in an egg situation. Although right now, I just want him to eat and put weight on before we worry about exercise.
DH just gets cross if I say anything about him going and we’ll obviously take it steady but was just wondering if anyone knows what the parameters ED teams would say for no exercise at all.
He’s at 77.3% weight to height ratio. Dietician said they sometimes would tube feed at 77%. Walking 3.2km slowly and stopping to take photos - are we doing the right thing?
