Does anyone know what a 'full assessment' is and how to trust your own perception??

I know this is a long shot. I posted a couple of days ago regarding cafcass bias but since then an urgent hearing has been triggered and I've just had the report through that was the cause of it. It's a 16A risk assessment completed by a different cafcass person. It states they don't think dad should have direct contact with the children until a 'full assessment' is carried out. The judge ruled against a fact finding and ordered a section 7 last hearing. Cafcass referred to SS who said they weren't taking it on.

I've now got 2 days to file a statement on my position. I'm unsure what to write as I'm unsure of the whole scenario after 15 years with my husband who has continuously confused me. Any ideas how to check I'm being factual? I know that sounds stupid but I can't trust my perception of things and I don't want to blow anything up uneccessarily.

And I'm wondering what a 'full assessment' will consist of if SS aren't taking it on and fact finding isn't happening. Does anyone have experience of this?? Thank you in advance.
