Testamentary Capacity Assessment - GP won't do for a legal document

I need some advice. Parents wanted to update their will and put LPOA in place. Mum diagnosed with vascular dementia about 6 months ago, dad a bit forgetful now and again but no diagnosis or pending

Solicitor wants a testamentary capacity assessment and their GP have said they don't do them for legal documents. I don't know where to try next. Has anyone had this or could point me in the right direction. I google it and it's confusing.

Thank you, I've since spoken with the solicitor and there is a private assessment company which they can use and we are going to go down that route.
