Dealing with HRMC for mum with dementia

Anyone had any experience in dealing with HMRC for a parent with dementia? My DM needs to do her tax return, my stepdad used to do it but he died. I have an accountant on hold ready to go, but I have none of her paperwork and I can’t find it anywhere. I have written to them. I have rung them. They say they have sent correspondence but it is either not getting there or my mum is chucking it. I have no POA, half the time she thinks I am stealing from her, the rest of the time she expects me to do her admin with my hands effectively tied behind my back. I am worried she is going to incur a massive fine but when I ring up we can’t get beyond the security checks. I don’t know how to resolve this one, and it really should be simple.

Get a letter from her GP, if possible. Send it to HMRC and apply for a deputyship through Court of Protection. That would give you rights to act on behalf of your mother, if she has already lost capacity.
A letter explaining to HMRC would usually be sufficient to put any tax requirements on hold.
A fine wouldn’t stand up in court, so they’re unlikely to follow that through, if they understand.
