What happens to vulnerable elderly if the carers cannot get to them in the snow?

Just that really.
Is it up to the elderly, good neighbours or the relatives i.e to have a "Plan B" if the carers cannot get to them?

I know this is a bit late. Usually somehow/someone gets there, calls may be shorter, drinks/food left, they do count on families if they can help, usually at the set up visit they just say something like could you help in extreme circumstances, then when it happens they call you.
In the recent snow, in a difficult to get to area I know two agencies ‘teamed up’ to ensure agency a covered some of agency b’s clients and vice versa (not ideal but to meant people got fed, for clients as all police checks etc were done it was just like having a new carer).

All care company's have a contingency plan for bad weather (I use to be a care co-ordinator) we also prioritise the service users to ensure that if people don't have family/neighbours we will ensure someone gets there. Unfortunately times may change but no one is left without care unless we have made prior arrangements with family/neighbours who are happy to help.

Thanks for your responses. Just concerned about an elderly vulnerable neighbour. I checked on them myself in the end during the snow.
