Go into your local (independent) bike shop tell them this and get test riding. That’s the only way you’ll get something perfect for you.

For commuting I really recommend (and the bike shop will say the same) that you go for a bike which can accommodate mudguards and a rear rack. Mudguards are essential for commuting as they’ll keep you dry when the roads are wet, and slightly drier if you get caught in rain. Having commuted for yonks - a rear rack and panniers are so much easier and more comfortable than using a backpack (have done both).

Check if your employer offers bike2work and consider purchasing your new steed through the scheme. You can also use it to purchase equipment and clothing.

I'd echo everything WhiskeryWoman has said. It's not just your height that matters - I'm 5'4", and I know my current bike is a medium, so a smaller one is available. However I'm long legged with a short body, so the bike shop fitted a different headset (the bit that connects the handlebars to the frame) so the handlebars are closer to me - it's uncomfortable for me to reach as far as a 'typical' woman my height. You really need to try some and see what's comfortable. Depending on your budget, you could also consider a large child's bike; frog and Islabikes make frames that would be the right sort of size.

Liv in XS or even XXS.
DD has one, its lightweight and fits her very well.

Maybe look at a Specialized Sirrus (or similar) in XS. I have one and its a great city bike. I tested four brands at the same spec (Liv/Trek/Pioneer). I didn’t get a step through due to COVID shortage but it hasn’t been a problem.

Also if you struggle with reach and are going for a road bike - you can get narrower bars.
I just fitted 36cm specialized bars on my small frame road bike and it’s been a total game changer. (5’2 with short arms)
You can also fit rubber wedges into the breaks hoods to make them easier to reach if you have small hands - this made me feel loads safer on down hills!

As others have said it's not just the height of the bike that matters. The the angle and reach to the handle bars needs to feel right. I'm 5ft and have a pinnacle 3 in size M. It's a hybrid, which I prefer, which I use as my daily commuter/everything. Go to a local bike shop or Evans is good to try some different brands. Halfords is useless in my experience.

Sorry, I meant Pinnacle not Pioneer. Pioneer is a family of Raleigh bikes and I believe they are not too bad after some wilderness years for Raleigh.
Do check out the weight of bikes, and watch out for mountain bikes/suspension as they can be "hard going" around town.

I strongly advise you to get a saddle designed for women! A decent bike shop will have a device for measuring your sit bones.

My dd is 5'2 and has an Islabike - she has always had one and a couple of years ago graduated to an adult one, they come in small, medium and large. She has small.
