Driving offences

Back in June a work colleague was driving on a dual carriageway and maximum speed is 70mph in one half and 60mph the other half. They decided to overtake undercover police (obviously didn't know). They pulled them over and noted they was doing 114mph at one point but put down 108mph. Police noted it down and told them they'd get a letter to attend court. It is now September and they've still heard nothing.
Is it normal to take this long??

Also what kind of punishment are they looking at, they've only had their license since 2014.

I know that driving over 100mph is an instant ban.

If they get an instant ban, will they have to retake their test??

I don't know about being normal to take that long. DH managed to avoid court by being VERY polite to the officer and having his noted as 94mph and not what he was actually doing - he doesn't do anything like that speed nowadays.

But an instant ban is very likely, and they'd be banned for a while (six months is likely).

DVLA says "If you’re disqualified for 56 days or more you must apply for a new licence before driving again." That means applying for a new provisional, then passing a new theory and a new practical test. Under 56 days your licence is effectively suspended and reactivates at the end of the ban.
