DH was made redundant in November and receives his last month's salary at the end of this month. He was in the high income bracket and we did not qualify for child benefits since the DC were small. Well obviously that's changed. We do not have UK passports or driving licenses. We can't access HMRC to change our circumstances as we don't have UK photo ID.
Is there another way I can do this? I really need to reinstate child benefits

That's one consideration, but if he gets any redundancy pay I don't know if some or all of that counts for CB payments. There's a calculator on the HMRC website that asks all the relevant questions to check.

But if he's currently not working or at least not in a high paying job you'll be entitled in the next tax year until he starts to not qualify again so you can restart the claim and repay the money through his tax code later when you'll need it less than you do now.

But like a PP says, do you really have no photo ID at all? Not even expired or from overseas? If not you (or he if he's not working so has more time) need to phone them, try the app or online chat/messaging to ask the question and sort it out.

There's also a new way to access your 'government stuff' that might help (Gov One I think). I saw it when I renewed my photo driving licence and also when I helped DP with his tax return).

Try phoning HMRC but assuming they follow similar processes to DWP they can verify ID without photo ID.

Do you have visas for the UK or do you have Settled Status as EU citizens.

The number of people without ANY from of photo ID is massive. DWP use an interview process. If your husband has worked he will, for example, have a footprint on HMRC via payroll/self assessment.

I'd imagine that would be enough but rather than worrying about what might happen try speaking to Child Benefit.

You can claim with your Irish passport. If your kids were born in the UK, you can normally use a reference on their birth certs on the application.
