So the new energy price cap will be 7.51p for gas and 30.11p for electricity from July. But the standing charges are staying the same. The average household will save 17%. The high standing charges mean if you use less you save less.

I was hoping to be able to use more heating this winter but we will lose the £400 winter payments and only save £130. Hoping the price cap drops further in October!

I don't think many people will be better off now the £60 monthly rebate has ended. My 2 year fix ends next month, I've built up £700 credit to hopefully get through next winter.

I think households that use more than average will be better off, as the £2500/year for average usage will drop by £400, so that will cancel out the £400 winter payment lost. Low energy usage households will be worse off, many of those being people on lower incomes.

The £900 in cost of living payments, if people are eligible, will be gone on increased food bills easily. I wonder when things will start to get better again?

I read in the newspaper today that the energy prices are going down in july is that not true, or are they going to just shoot up again in time for christmas?

They are going down in July, but then likely to stay in the £2000 for average usage ballpark. Lower energy users will be worse off this winter than last winter without the £400 in winter payments.
