Debt recover -DCBL

Sorry if this is the wrong place.

I have received a letter from DCBL saying I haven't paid a balance of £170. It's a Final Notice, but I haven't received anything else from them. I have googles and they look as legit as a debt collection firm can be.
The only thing I can think of is a parking ticket I got from a private parking firm about 3 years ago, on advise I did not respond, and then spoke to the manager at the branch where I parked (McDonalds), who said he would drop it.
I have requested proof of debt, which seems to be the first step, to see if it is that or not, as it doesn't specify, but I'm shitting myself a bit - I'm part-time, single mum and work for the NHS so I don't have £170 spare, however, I certainly can't afford to go to court or anything.

At the bottom of the letter, it does say that this case is not subject to high court of bailiff action, so what is it subject to? Does anyone know what the next step is likely to be? I will call CAB and other similar agencies, but wanted to post a quick, and slightly desperate, plea here in case anyone has experienced something similar.

Ignore them. They will keep sending stuff but won't action it.

Just be careful I know the owners of DCB , if you don't pay they will try get a CCJ which is sometimes sent to your old address. Definitely contact CAB.
