Any way to get a 16 year old double jabbed for travel?

We're supposed to be going to Finland in February. Just received an email from travel company to say it's an entry requirement that all children born 2005 or before must be double jabbed. I know there's been news reports that they are going to change the protocol for 16-17 s but will they? And even if they do I'm wondering how likely it is we can get his second dose in time?

Anyone else in a similar position?

They can take a covid test 3-5 days after arrival apparently

Entry to Finland – travelling with under 18 year olds

Young people born in 2006 or later are exempt from Finland’s COVID-19 entry requirements and they do not need to provide proof of vaccination or take a COVID test.

Young people aged 16 to 18 years old who have received one vaccination shot will need to take a COVID-19 test between days 3 to 5 in Finland.

But it looks like they have to isolate until they receive a negative result?

Hopefully things will have changed by February then. Only specific groups of under 18s are getting a 2nd dose at the moment so he'll just have to wait
