That's incorrect.
The established relationships guidance was introduced in about September last year but was withdrawn again at the start of the November lockdown. From then until 17th May (with the exception of the few places which were briefly in tier 1 in December such as Cornwall), it was illegal to gather indoors with any person from another household unless a specific exemption applied. There was no exemption for couples.
Support bubbles were an exemption, which some couples could use, but only if they met the very specific, legally-prescribed, qualifying criteria for a support bubble such as living alone.
There are many couples in established relationships but not qualifying for a support bubble (eg because they live with other adults such as parents or housemates) who have been prohibited by law from meeting indoors for most of the past year, by legislation with Hancock's signature on it.

This level of government intrusion into people's private lives is far beyond what has been imposed in most other similar countries, where typically Covid laws have either not reached into the private home at all or exemptions have been made for close family and couples.
Hancock has by all accounts been one of the main advocates and architects of particularly extreme legislative approach to private gatherings that has been persued in this country, and he has been well and truly hoist by his own petard here.
