My friend is coming over from the USA mid July, she is originally from the UK and she needs to come and be present for some important medical things for her mum, USA is currently on the amber list, I know nobody knows what the decision will be over the next few weeks but do you think it's likely she will still be able to come?

I think it's quite likely the US will ask be on the amber list mid July, so she can come but quarantine 10 days at your home if she's staying with you or a hotel is she doesn't know anyone.

I think it's very unlikely to be on the red list then as numbers in the US don't support that

I think there's a small chance it might be green, but not likely by July I would say. There was talk of a travel corridor being discussed in June between the two countries for fully vaccinated people but I haven't heard anything else about that.

She’ll be able to come (is she British?) but assuming it’S still Amber she’ll need somewhere to isolate. She can pay to “test to release” after 5 days.
If she’s now an American citizen it depends what their rules are about leaving (and entering) the US

Oh... she'll need a PCR test taken a few days before the flight to the UK.

I assume she now has American citizenship or residency rights? Otherwise she might face difficulty getting back to America. Currently the US is restricting entry from high risk countries like the UK.

Thank you everybody, yes she is a citizen of the states, She is happy to quarantine and pay for the tests if it means she can be herefor her mum, I'm just worried that they won't let her back to the states once she's arrived

If she is a US citizen they will let her back in again

US citizens can't be denied entry to the US. However, if she cannot provide a recent negative PCR test at the UK airport where she's departing, the airline must refuse to let her board. Alternatively she can provide proof of recovery from Covid within the last 90 days.
