Amber restrictions "not legislation" Why bother then?

People can't get travel refunds, or move bookings with travel companies when their holiday is going ahead but to an amber area- requiring self isolation on return and two PCR tests.

The travel companies say the rules are not a legal requirement but guidance. So why, then, should individuals bother to follow amber guidance either? Why should individuals lose out to the benefit of holiday companies keeping their money?

We’ve been offered to change the date on our holiday which is in an amber area 🤷‍♀️

You also aren't covered by most travel insurance if you go.

As usual, the government have left the risk up to individuals rather than making a decision.

Either it should be illegal for people to travel, or it's allowed. Not some wishy washy middle position.
