THE COVID VACCINES ARE BOTH FULLY TESTED AND FULLY LICENSED/APPROVED FOR USE
This was initially done under emergency use authorisation as the UK approved them before Phase III data was published. THAT is no longer the case - the Phase III trial data is now public.
Incidentally, emergency use authorisation DOESN'T MEAN NO TESTING! It means testing and production occur concurrently, with the obvious risk that if the candidate fails the trials, the production effort is wasted. The vaccine isn't administered to anyone until the safety and efficacy data has been published.
The Swine Flu vaccine on the other hand was rushed in with minimal testing, and unfortunately there were some side effects - not many, but attention is given to them largely because in the end there was no obvious benefit - the epidemic never materialised.
