The Task Force is the most recent, others brought us AZ, Lateral Flow Tests etc. This is the UK Pandemic Plan in action. Lots of research, lots of 'moonshots', take what sticks and consider the bits that don't work to be money and time well spent in the furtherance of medical science.
The tablets are not expected to be replacement vaccines - that's more lazy journalism - they are treatments for people with covid, aimed at those who can't have a vaccine for whatever reason, or who don't get full coverage from a vaccine.
The initial research has been going on for months - we heard about anti virals in January, they weren't brand new, in relation to covid, at that time. This is a promise of money and facilities because something has been shown to have potential.
Yiou can choose to see this as a waste of money, keep referencing past mistakes etc, or you can look at the successes and hope this becomes another one.
