MIL works in care home. Told to ignore self isolate instruction from T&T app

My MIL works in a large care facility in England.

She has been sent a notification to isolate by her app this morning and has immediately isolated.

She texted her manager to tell her she won't be going in to work tomorrow.
She got a text back to say that a colleague has tested positive and the centre manager says she needs to delete the app and ignore the request to isolate until she is phoned by T & T.

I'm so angry. This manager is risking so many vulnerable people's lives with this instruction and is bullying my MIL.

My MIL is worried about back lash and so won't whistleblow. Can I report it? And to whom?

Advice appreciated.

My daughters school is giving people the choice to NOT isolate if they are a known contact on the T&T scheme. Instead, they can choose to take a lateral flow Covid test every day for for 7 consecutive mornings. I can imagine something similar being used in care homes.
I thought they had scrapped this mad idea! Gavin Williamson was proposing this for January along with regular tests for staff. LFTs are great for picking up asymptomatic cases but for those who are known contacts they are far too unreliable.

They are right, she only has to self isolate if contacted by track and trace by phone. The app is a sort of be alert message.

Well, it stops me catching it from covid patients.
Admin do get PPE. They get a mask. Not that I've ever seen anyone in an office wearing one Hmm

Doesn't matter what we believe or don't. It's the current advice from public health England.

And if it's not good enough and you think everyone should isolate the health and social care system in this country would collapse as every health and social care worker who's seen a positive patient in the previous 2 days would have to isolate for 10 days. I imagine that would be more than 50% and likely the majority of the rest would be having to isolate within a couple of days later.

The app should say what day the contact was - OP hasn't clarified if it was definitely the contact at work that triggered the alert.
OP - had your MIL been anywhere other than work?

I work in a Pharmacy and we are also told to turn our test and trace app off. We all wear the appropriate ppe, and the number of patients we see someone would be having to isolate all the time. We are also all testing twice weekly.
