Help with isolation advice please

One of my co-workers has tested positive. She is not in my work bubble but is with two of my other colleagues. We alternate our days in work so we don't cross over our bubbles. Our desks are spaced 2m apart but our office is approximately 5 x 2.5m with no ventilation at all. The two other colleagues have gone for a test today as both feel under the weather. My boss has said that if the tests are negative then they should come back to work as they "haven't been in close contact" due to the desks being space. I think they should be isolating for 10 days as they spend 8 hours per day together in a confined space. Personally I would rather they weren't in work. They would work in a different office to us but there would still be a crossover and I think my boss is irresponsible to have them in.
Could anyone advise who is right in this situation? If it is me could you point me in the direction of the legislation that states this.

Do you wear masks or have any perspex screens?
If not and they were in the same room for that amount of time then they should be isolating (in my opinion)

No masks or screens so all breathing the same air.

Examples of close contact include:

close face to face contact (under 1 metre) for any length of time – including talking to them or coughing on them

being within 1 to 2 metres of each other for more than 15 minutes – including travelling in a small vehicle

spending lots of time in your home, such as cleaning it

(I suppose the last one is more like your situation except you are work colleagues rather than at home)
